Starch Angel

Years ago my sisters made angels with a craft cone underneath some starched fabric. They were a Christmas decoration for many, many years. Now that I have young girls I would like to attempt to make them! I have searched for directions and the ghost is the most similar I have seen. I am wondering if anyone has suggestions on making this more of an angel or Madonna with child. I have seen one where the fabric was gathered in front and "she" was holding an infant. I'm also envisioning a 2nd piece of fabric draped over the head like a veil. The biggest difference? No ghost face - but rather all spray painted gold!
